On Saturday 30th and Sunday 31st, July 2022 heavy showers of rain occurred in the Elgon region. This happened between 10 pm to 8:00 am. The heavy rains led to the bursting of the riverbanks around the city causing floods. This flooding led to the loss of lives, livestock, crops, and damage to vehicles, Homesteads, institutions, bridges, and other road and water infrastructure.
The floods are attributed to environmental degradation through encroachment on fragile areas and bad agricultural practices. Several people were displaced from their homesteads, and access routes in some areas were destroyed following the washing away of bridges and blockage of some roads. Connectivity in some areas has become difficult. The weather forecast by the Uganda National Meteorological Authority (UNMA) for the Elgon region for the month of August 2022 has projected enhanced rains for the region with the possibility that the flooding challenges are set to continue.
The floods affected an estimated population of 18,102 people and disrupted network infrastructure -water supplies and road network systems in the city and other services such as education, health facilities, and livelihoods. The two City divisions of Northern and Industrial were affected with Northern Division being the most affected. The government through the office of the Prime has coordinated preliminary assessments with various partners such as the Ministry of Health, Red Cross, UNICEF, UN Women, WHO, WFP, UNFP, UNDP, Malteser International, and UPDF among others to establish the magnitude of the problem and devise emergency interventions/ response plan.
Preliminary findings indicate that floods mostly ravaged areas adjacent to the streams and rivers and affected several sectors including; Transport, Housing, Agriculture, Social Services, Water and Sanitation, Education, Environment, and Natural Resources in addition to a general disruption of business and livelihoods in the affected areas. The floods also caused deaths and injuries among the community members. A summary of the findings is hereby provided in the preliminary report as the assessment teams continue with the verification of the field and community reports.
